ON CURRICULUM STANDARD

The criminology program became one of the most popular discipline in the country from 1987 up to the early part of 2001 exactly a month after its first criminology board examination was given by the then examiner Col. Sixto De Leon, Professor Navarro and Col. Marcelo. it was 14 years after the RA 6506 was enacted originally was pass into law in July 1973 sponsored by the then Congressman Teodulo Natividad.

The criminology program has become more popular in the countryside duplicating the number of schools offering the course with many pending application across the seventeen regions in the country.

THE REPORTED GRADUATE TO THE CHED OFFICE IS ONLY 148,844

Way back in 1983, the number of schools was only 47 when I attended my first meeting with the Pillars of PEACE at the conference hall in Fort Bonifacio.

In 1987, it was increased to 64 schools.

Then in early 90s, it was rapidly increased to approximately 150 schools and in late 90s 184.

As of September 2005, the number of schools reached to 241 nationwide including the state colleges and universities as well as DILG local city colleges.

Criminology education became in DEMAND after the first board examination and when congress approved the 1987 constitution wherein the PNP became national in scope. MOST of the PILLARS of PEACE were the advocates to give priority to the graduates of criminology in the entry to the Philippine National Police.

To this effect, our PILLARS in the PEACE have worked and coordinated with the then Bureau of Higher Education in the development of our criminology program in response to the following;

ü The relevancy of this program is in preparation for entry in the law enforcement agencies

ü The quality of graduates produced by a criminology school is to be more equipped in the technical know how specifically in the field of investigation and in the actual hands-on of crime laboratory equipments/facilities which may contribute to the solution of crime.

ü This is also to prepare the graduates and their respective schools in achieving a respectable percentage in the criminology board examination.

The then MECS, DECS AND NOW THE EDUCATION COMMISSION was greatly active in participating in the development of the program. This was in coordination with the Professional Regulatory Board “the PRC” which also contributed much to their expertise specifically our previous and incumbent board of examiner.

With the countless contribution of these scholars in the field of academe, the Criminology Program has developed to its higher steam of competition in the field of professional standard which has resulted to the demand of the time in the employment of criminology graduates.

We had prominent skillful graduates who now hold sensitive positions in the field of law enforcement, college and university educators, deans, president and owner, government bureaus, government commissions, security industry and many others.

As the program reaches its 50 years of continues development since its maiden program was established and offered in our prestigious Alma Mater, the ESCUELA DE DERECHOS now the Philippine College of Criminology, the first of its kind criminology school in Asia and the Pacific, it has developed its curricular academic package to our thousands and thousands of students who are now graduates and practicing their present professions both in the government and private sectors of our Country; as well as practicing professional criminologists in other Asian countries, in the European community and in the Western countries specifically in the United States, Canada and other North American countries.

In the early 80s, the DECS has successfully revised the Criminology Program in coordination with our leaders who are academicians, scholars, experts in the field of academic program which resulted to the issuance of DECS memo number_21 series of 1981. The program has developed its full implementation nationwide.

In 1987, the first board examination was given. Our great leaders in criminology education have once more worked out for a re-visit on the program IN COORDINATION WITH THE DECS.


Our intention of revising the program is for curricular development which is in response to the following;

ü Do we have the quality of education in preparing graduates for our end users and stake holders?

ü Does it respond to the existing laws and special rules in the criminology board otherwise known as Republic Act 6506?

ü Are the groupings of professional subject areas in the curriculum fitted and suitable for the weight of percentage in the board examination- ?

Such as;

20% Law Enforcement Administration?
20% Criminalistics (Police Sciences)
20% Criminal Jurisprudence
15% Criminal Sociology
15% Correctional Administration
10% Ethics and Human Relation

Do the colleges and universities offering the criminology program strictly observe their instructional methods in preparing their students for the taking of board examination?

These issues and concerns were clearly identified by our scholars and have recommended appropriate actions sometime in 1992.

The result of the 1992 revision of the program of instruction in the curriculum was very successful for it has created a major field of expertise in the program which the education commission and PRC had noticed some technical issues.

The PEACE Convention in La Union in 1996 had crafted the idea of revising The curriculum which CHED had acknowledged the recommendation and the realization of CMO 42 SERIES OF 1998.

This program was very effective with some minimal defects in response to RA 6506. Some deficiencies in the curriculum were corrected as required in relevance to the coverage of the criminology board examination.

Not to create a comparative situation on the existing program of instruction of the old and new curriculum, another milestone the criminology program has reached to its higher heights in the field of professional standard when our education commission has successfully re-visited and has partly revised the curricular program for more efficient, quality, responsive to global competitiveness.

The hard work of the commission has resulted the issuance of CMO 21 SERIES OF 2005 AND TO BE IMPLEMENTED BY JUNE

If we only try to decipher and re focus on the development of our curriculum, it gradually developed and improved however, the core of the professional subjects seems to be the same in the groupings which exactly responds to Republic Act 6506 since 1972.

Our curriculum has been revisited for more than five times since 1972 with all intentions for quality education. Be it as it may, the relevancy of the curriculum to RA 6506 is completely intact though there are some academic arguments; but the core of the program in response to RA 6506 is within the cycle of the curriculum, my dear fellow academicians.

The proposed revision or amendment of RA6506

What many of the advocates believe of the possibility to amend, repeal or revise RA 6506 seem to be very critical in nature considering that the congress may throw it to the sub-committee on education and maybe craft some issues on the existing curriculum and in the event the law may be repealed or amended.

ANY MOVE TO AMEND, REPEAL OR REVISE WHATEVER THE RA 6506 DOES NOT MEAN A NEGATIVE PERCEPTION, WHAT IS IMPORTANT IS THAT THE ADVOCATES AND THE LAW MAKING BODY, OUR CONGRESS SHOULD REVIEW AND HAVE EXTRA CAUTION ON THE PERCENTAGE AND WEIGHT OF THE PROFESSIONAL SUBJECTS ON THE ACADEMIC AREAS FOR IF IT WILL BE ALTERED, IT WILL SURELY AFFECT THE PRESENT PROGRAM OF INSTRUCTION AS FAR AS THE INCOMING CURRICULAR STANDARD FOR SCHOOL YEAR 2006 IS CONCERNED.

IF WE SPEAK ABOUT THE INCOMING CURRICULUM UNDER CMO 21, IT HAS THE ENTIRE RELEVANCY TO THE LAW ON RA 6506. HOW ABOUT THE COLLEGES AND UNIVERSITIES OFFERING THE CRIMINOLOGY PROGRAM? IT IS OUR OWN LOOK OUT THAT THE PROGRAM OF INSTRUCTION IN OUR PROFESSIUONAL SUBJECTS SHOULD BE RELEVANT IN PREPARATION NOT ONLY FOR EMPLOYMENT BUT ALSO FOR THE CRIMINOLOGY BOARD EXAMINATION.

THE SCHOOL OF CRIMINOLOGY ASSOCIATION LIKE THE PEACE, HAS ALL THE PRIVILEGES AND OPPORTUNITIES TO COORDINATE WITH THE PROFESSIONAL REGULATORY BOARD IN SEEKING GUIDANCE AND ASSISTANCE IN UPGRADING AND DEVELOPING THE CRIMINOLOGY BOARD EXAMINATION SPECIFICALLY ON THE FOLLOWING;

n THE IMPROVEMENT OF PERCENTAGE OF PASSERS IN THE LICENSURE EXAMINATION

n THE COMMON FACTORS AFFECTING THE DEFFICIENCY IN THE BOARD EXAMINATION

n THE MAJOR WEAKNESSES OF THE EXAMINEES WHEREIN MANY CANDIDATES FAILED IN THE LICENSURE EXAMINATION NATIONWIDE

n THE POSSIBLE ALTERNATIVES TO BE ADOPTED BY THE REGULATORY BOARD TO UPGRADE THE PERFORMANCE OF THE INDIVIDUAL SCHOOLS AS WELL AS THE NATIONAL PERCENTILE OF PASSERS

ü ON THE COVERAGE OF THE LICENSURE EXAMINATION

ü IS IT RESPONSIVE TO THE 8 SEMESTERS CURRICULUM ON THE PROGRAM OF INSTRUCTION?

ü DO THE COLLEGES AND UNIVERSITIES HAVE THEIR COMMON SYLLABI AND SELECTED TEXT BOOKS RELATED TO THE DESCRIPTIVE TITLES OF EVERY PROFESSIONAL SUBJECT IN THE CURRICULUM

LET US ALL BE REMINDED ON THE FRAMERS OF THE CURRICULUM FOR CRIMINOLOGY PROGRAM ON THEIR INTENTIONS TO PRODUCE A GRADUATE WHO IS KNOWLEDGEABLE ON THE FOLLOWING;

ü The basic foundation of the code of crimes, criminal procedure, and the rules of evidence

ü The basic police work and procedure in terms of patrol, traffic enforcement and investigation

ü THE PRINCIPLE OF PENOLOGY OR THE CORRECTIONAL ADMINISTRATION AND PRACTICES,

ü THE BASIC POLICE RELATED ADMINISTRATIVE AND OPERATIONAL ASPECTS,

ü THE BASIC FOUNDATION OF CRIME DETECTION AND THE SOCIAL FACTORS OF CRIME,

ü AND THE APPLICATION OF INSTRUMENTATION IN LABORATORIES RELATED TO THE SCIENCE OF CRIMINALISTIC AND OTHER FORENSIC SCIENCES.

WE MUST REMEMBER THAT THE DEVELOPMENT OF OUR CRIMINOLOGY PROGRAM HAS RAISED ITS COMPETENCE NOT ONLY ON EMPLOYMENT IN THE PHILIPPINE NATIONAL POLICE BUT ALSO ON OTHER LAW ENFORCMENT AGENCIES HERE AND ABROAD. WE MUST THEREFORE CONSIDER MANY OF ITS SCHOLARLY SUGGESTIVE IDEAS IN UPGRADING OUR CURRICULA FOR A GLOBAL COMPETITIVENESS. SPEAKING OF THE CMO 21 TO BE IMPLEMENTED BY JUNE 2006 AND THE EXISTING CMO # 42 CURRICULUM TO BE IMPLEMENTED UNTIL THE YEAR 2009. THEIR RELEVANCY TO REPUBLIC ACT 6506 IS JUST THE SAME AND INTACT BECAUSE 95% OF BOTH CMOs ARE HAVING CONGRUENCY IN THE DISTRIBUTION OF THE AREAS TO BE COVERED. IF THERE IS ANY CHANGES OR ALTERATION BY OUR GREAT LEADERS IN CRIMINOLOGY EDUCATION, IT WAS ONLY A TIP OF THE ICEBERG BUT THE COMPLETE TOTALITY ARE STILL THERE BE IT IN THE 1972 CURRICULUM 1976, 1981, 1987, 1992, 1998 AND THE INCOMING 2005

WE SPEAK ONLY HERE ABOUT THE CURRICULA, MY PAPER DOES NOT DISCUSS ABOUT THE ENTIRE POLICIES AND STANDARD. BECAUSE IN MY HUMBLE 21 YEARS AS DEAN THE ENTIRE GUIDELINBES ARE SUBJECT OF DISCUSSION BY MANY ACADEMICIAN RELATED TO ADMINISTRATIVE MATTERS. HOWEVER THE CURRICULA ON PROGRAM OF INSTRUCTION PLAYS A MAJOR ROLE BOTH THE RA 6506 AND OUR QUALITY GRADUATES IN THE MARKET. CMO 21 HAS PRACTICALLY DEVELOPED ITS CONCEPT AND HAS WIDEN THE STUDY OF CRIMINAL JUSTICE EDUCATION TO BE MORE RESPONSIVE TO THE FIVE PILLARS OF JUSTICE IN THE COUNTRY AND WITHIN THE LEVEL OF GLOBAL COMPETITIVENESS IN TERMS OF EMPLOYMENT .

Be it the 1972 curriculum, 1976, 1981, 1987, 1992, 1998 AND THE RECENT CMO 21 SERIES OF 2005, THE PROFESSIONAL SUBJECT IN THE CRIMINO9LOGY PROGRAM ARE 95% THE SAME AND COMPLETELY RESPONDING RA 65O6.

WHAT WE SHOULD FOCUS IN THIS THREE DAYS ACTIVITY IS TO CONSULT AND CONFER OUR SPECIAL GUEST FROM THE REGULATORY BOARD AND SEEK THEIR ASSISTANCE AND GUIDANCE ON THE COVERAGE OF THE LICENSURE EXAMINATION

WE ARE HERE TODAY NOT IN THE FORM OF CONFRONTATION OF IDEAS IN THE FIELD OF ACADEMIC ENDEAVOR BUT A WIN- WIN SITTUATION IS AN EXCELLENT ALTERNATIVE WHICH MAY REACH OUR GENERAL AND INDIVIDUAL GOALS OF OUR PARTICIPATION IN THIS CONVENTION. WE SHOULD EVADE DEEPER ACEDEMIC ARGUMENT INSTEAD, WE SHOULD RESOLVE IN A MANNER THAT WILL DEVELOP MORE RESPONSIVELY TO THE TREND OF TIME.

IN CLOSING, WE SHOULD SIT DOWN TODAY AND SHARE OUR IDEAS TO COME UP WITH THE BEST ALTERNATIVE FOR THE BEST INTEREST OF OUR PROFESSION, OUR CLIENTELE THE STUDENT, THE COLLEGES AND UNIVERSITY, OUR PRODUCT END USERS , THE REGULATORY BOARD AND OF THE EDUCATION COMMSSION.
